But with it's percentage-based system it is completely up to the god of RNG, however the punishment for pickpocketing is crime-level in any Bethesda game.

That's basically settlers and companions but not traders or general pickpocket targets. What you can do is pick pocket the fusion core from the NPC, which will force them to get out of the power armor. Do you just want any given NPC to wear clothing other than companions. Settlers have the same interface as companions, you just press T. It is sometimes possible to pickpocket clothing onto people.
