WebSUMMARY: This act requires the Office of Workforce Competitiveness (OWC) to establish a competitive innovation challenge grant program and expands OWC’s duties. OWC must establish the program within available appropriations and in consultation with the Council of Advisors on Strategies for the Knowledge Economy, which the act creates.
